An inquiry by Senators into the shutdown of television stations during the mock swearing-in of opposition leader Raila Odinga resumed Tuesday, but faced the same obstacles that have marred its sittings from the start.

Cabinet Secretary Joe Mucheru appeared before the ICT Committee accompanied by Communication Authority director Francis Wangusi, but declined to give reasons for the TV shutdown.

Mr Mucheru told the senators that the switch off was a matter of national security which his ministry can not respond to.

He argued that only the National Security Council, chaired by President Uhuru Kenyatta, could respond to the queries that the Senators were raising.
