Speaking at Wilson Airport on his way to Kisii and Nyamira counties, Raila said that the electoral body did not consult Nasa before arriving at the date, and only seems to have followed a recommendation by Education Cabinet Secretary Fred Matiang’i before settling on it. Matiang’i had requested that the repeat exercise be conducted a week before KCPE and KCSE exams. This he said would result in minimal interruptions to the school calendar.
“It is Jubilee who have decided on the elections, not the IEBC. This is a big joke…we will not be pushed around by Jubilee,” Raila said on Tuesday.
“IEBC ought to have gone through the Supreme Court verdict before setting the fresh election date.”
Raila added that there would be no harm postponing the exams. “The exams can be pushed by two weeks. The children are not going to die. They will just go home for holidays.”
He proposed October 24th or 31st as more agreeable dates, of which he says IEBC must have met Nasa demands. If adopted, the October 31 date would mean the election is conducted right on the 60th day.
On their demands, Raila stated that they have already written to chairman Wafula Chebukati explaining clearly what they want, most importantly personnel changes and an IT audit.
“We are not ready to participate on October 17 without legal and constitutional guarantees. There will be no elections on October 17 until IEBC looks into our demands.”
“The commission as it is currently constituted should not conduct this election. The technology used by IEBC should be accessible to all the stakeholders.”
Raila further castigated IEBC for transforming this fresh election into a ‘re-run’ between himself and Uhuru. He said that all 8 candidates who participated in the first round should be allowed to participate.
